Project Management That Unified 100+ Legacy and Manual Systems
The Alaska Department of Revenue’s Tax Division relied on 17 automated systems and more than 100 manual side systems to administer 22 tax and licensing programs. This fragmented environment created complexity for staff and limited taxpayers’ ability to manage accounts, submit forms, or make payments online. The division needed a single tax revenue management system to modernize operations and improve public access.
Resource Data provided project management through procurement and implementation of the new system, developing the RFP, coordinating vendor evaluation and contract negotiation, and guiding the design and testing effort. The team led steering committees and project working groups, aligned stakeholders across multiple agencies, managed risks, and supported change management as the GenTax commercial tax system was selected and deployed.
The project delivered a unified, online revenue management platform on schedule and under budget. Taxpayers can now check balances, make payments, and file applications online, and the Tax Division has a scalable system that supports consistent processes and future program growth.
Chugach Electric Association
Coordinating a Multi-Project IT Merger for Alaska’s Largest Utility
Chugach Electric Association acquired Municipal Light & Power and needed to merge two utilities’ systems and operations without disrupting service. The consolidation spanned dozens of technology and business projects, requiring disciplined coordination across departments and a clear framework to guide decision-making during the transition.
Resource Data established an IT program management structure to keep the merger on track, advising executives, aligning work through the PMO, and supporting staff managing individual initiatives. The team coordinated project planning, risk management, and cross-department communication while overseeing the integration of more than 80 enterprise applications. They also managed internal IT projects across member services, regulatory affairs, administration, engineering, and other operational groups.
The structured governance and consistent project delivery enabled Chugach Electric to consolidate systems, unify processes, and expand its customer base without service interruption. The organization emerged with a cohesive technical environment and clearer IT management practices that support ongoing stability and future change.
Minnesota Department of Natural Resources (DNR)
Guiding DNR’s Path to a Unified Forestry Management Platform
The Minnesota Department of Natural Resources’ Division of Forestry relied on multiple aging systems built independently in the 1990s. The fragmented environment limited information sharing and slowed planning, inventory, and management work. Leaders needed a unified forestry management system and a clear, defensible plan to secure funding for modernization.
Resource Data provided project management and business analysis to shape that effort. The team coordinated interviews and group sessions across the division, documented processes and system gaps, and produced key deliverables including the needs analysis, alternatives analysis, and project definition report. They also outlined implementation tasks, milestones, risks, and RFP materials to guide procurement.
The structured approach gave DNR a clear understanding of its needs and a strong business case for funding. Building on that foundation, Resource Data is now supporting implementation of the Trimble-based Next Generation Forestry System through business analysis, documentation, training, and development validation as the new platform moves toward full deployment.
Alaska Department of Motor Vehicles
Steering a High-Risk Mainframe Replacement to Successful Go-Live
The Alaska DMV relied on a 30-year-old mainframe system to process licenses, titles, and registrations. The legacy application included more than 20 modules and over 30 integrations, making updates difficult as state and federal requirements evolved. Replacing it required disciplined coordination across technical teams, business experts, and partner agencies.
Resource Data provided project management for the multi-year redevelopment effort, starting with a master project plan and a full review of the existing system. The team set architecture and development standards, coordinated a 25-person distributed team, and worked closely with state subject matter experts to translate legacy logic. Project leaders managed data migration, oversaw integrations with state and national systems, guided testing, and planned multiple practice cutovers to ensure a smooth go-live.
The new .NET Core and SQL Server system went live on schedule and under budget. DMV staff opened on time and completed more than 11,000 transactions in the first week. The modern platform is more stable, easier to maintain, and was ready for future enhancements, including Real ID.
The Oregon Liquor and Cannabis Commission
A Long-Term PM Partner Delivering Systems Through State Oversight
The Oregon Liquor and Cannabis Commission (OLCC) manages complex regulatory programs that require reliable, compliant technology systems. With multiple legacy processes and growing demands on licensing, tax reporting, and cannabis tracking, the agency needed disciplined project management to deliver major system replacements under the state’s rigorous oversight structure.
Resource Data has supported OLCC since 2015, providing project management across several major initiatives. The team led the rollout of the Metrc cannabis tracking system—the first project to pass Oregon’s new Stage Gate Review Process—and managed the development of a custom liquor service-permit system and the implementation of a SaaS excise-tax platform. For the Oregon Privilege Tax Online system, Resource Data guided requirements gathering, vendor procurement, integrated scheduling, and user acceptance testing.
Through this long-term partnership, OLCC gained consistent project governance, reduced manual processes, improved customer communication, and strengthened its ability to navigate state oversight for future modernization efforts.

Modernizing Alaska’s Largest Pension and Health System
The Alaska Division of Retirement and Benefits (DRB) manages pension and health plans for state employees, teachers, and local governments. Over time, separate custom systems made it difficult to administer multiple plan types and slowed operations.
Collaborating with Linea Solutions, a technology consulting firm specializing in pension, health, and insurance, Resource Data managed the selection and implementation of the Division’s new Benefits and Retirement System (BEARS). The team guided the project from requirements gathering through implementation and change management. They unified retirement and health operations, coordinating nearly 2,000 requirements, and preparing data for conversion to improve daily workflows.
BEARS provides a single, secure source of truth for member data and introduces self-service tools and an enhanced Employer Services Portal. Staff work more efficiently, information is more secure, and members receive faster service.
