From Silos to Sync: Making Agile Work in City Government

The City of Boise’s IT Department needed a cohesive project management framework to replace siloed processes and improve visibility across 85 staff. Without it, projects were delayed, ad-hoc requests overwhelmed teams, and leadership lacked visibility into IT capacity and priorities.

Resource Data led and consulted a phased Agile transformation tailored to public-sector needs. Using Azure DevOps as a single backlog, we provided role-specific training and embedded consultants as Scrum Masters and Product Owners to mentor teams.

By Sprint 3, Boise’s Data Services team delivered 41% more work while interruptions from planned work dropped significantly. With unified tools and coaching, the IT department gained transparency, efficiency, and a culture of continuous improvement.

From Unprepared to Confident: Achieving ERP Readiness

An international wholesaler’s Alaska division provides purchasing and shipping services to communities across the U.S.’s northernmost state. To modernize operations, the company launched a multi-year effort to replace its aging order entry system with a new ERP warehouse management platform. However, after years of delays, staff felt unprepared and undertrained to go live.

Resource Data stepped in to provide organizational change management and project management support. The team resolved outstanding issues, updated standard operating procedures, and created clear, practical training materials. Stakeholders received targeted instruction and guidance on what to expect during testing and go-live, ensuring they felt both confident and ready using the new system.

With these efforts, the project moved achieved its planned go-live, positioning the wholesale company for long-term operational improvements.

Cook Inlet Tribal Council

Inclusive Training Designed for Diverse Digital Skills

Cook Inlet Tribal Council (CITC) launched its Family Information Services (FIS) portal to make family support resources easier to access. The organization needed a training approach that worked for staff as well as a wide range of community members, many of whom had limited internet access, low bandwidth, and little experience with online tools.

Resource Data provided a tailored training plan that paired detailed technical instruction for employees with simplified one-sheet guides for non-employee users. Each component was designed for clarity, minimal connectivity requirements, and varying levels of digital literacy.

The targeted approach equipped staff to support the system effectively and gave community members straightforward guidance for using the portal. The result was broader adoption and a more accessible pathway to essential family services.

Alaska Department of Labor

Strengthening Readiness for a Multi-System Consolidation

The Alaska Department of Labor’s Employment & Training Services division was a year into an ambitious project to consolidate six separate systems into one. With eight distinct user groups relying on the new platform for everything from grant reporting to job center operations, progress had begun to stall amid communication gaps and uneven alignment.

Resource Data partnered with the department to lead the organizational change effort, applying a structured change management framework to support both organizational and individual adoption. The work began with a detailed readiness assessment, including organizational and sponsor gap analyses that surfaced cultural, structural, and leadership factors that could slow adoption. Those insights shaped an integrated change management plan that unified findings into a clear roadmap.

As the plan unfolded, leadership engagement strengthened. Managers gained practical tools to support their teams, and end users received role-specific training. Clear, consistent communication and targeted coaching helped rebuild trust and restore momentum.

Building Stronger Processes to Support New Technology Investments

A Human Development Family Services Training Center (FSTC) delivers evidence-based training to behavioral health professionals across Alaska. Frequent staff turnover among grantee agencies made it difficult to maintain accurate contact information, and relying on Excel to track outreach and training activity created recurring bottlenecks.

FSTC chose to improve foundational processes before investing in new technology. Resource Data supported this approach by helping staff clarify how training activity was tracked and by introducing Asana to make assignments, deadlines, and coordination more visible. With daily workflows running more smoothly, the team could begin exploring customer relationship management (CRM) options that may eventually replace spreadsheet-based tracking as the organization grows.

Stronger processes and better use of tools gave staff clearer insight into training operations and reduced time spent on manual updates. FSTC is now managing outreach more efficiently and is better positioned to expand support for behavioral health providers across Alaska.
